Regulate Internet Service Providers as utility providers instead of private businesses to preserve net neutrality.

ISPs have consistently tried to influence the FCC into destroying net neutrality by allowing the ISPs to limit access and access speed to certain features of the internet of their choice. This would destroy internet business other than service providers, and severely limit economic progress and innovation. The private business model no longer fits the internet, and ISPs should be regulated as utility providers.
