Regulate interstate travel during rush hours

For the past few years, rush hour traffic has become increasingly congested in my mostly suburban/rural county. Much of this traffic (over 60%, counting license plates) is comprised of interstate non-commercial vehicles. The burden on the in-state commuter is so bad that a 30 mile ride to work over a single bridge can take as long as 2 hours. On most days, it takes 1 hour or longer and rarely less than 50 minutes. To illustrate what a relief such regulation would be, the same trip takes 30 minutes if the feeder roads from nearby NJ are closed. I would propose a federal regulation that restricts out of state vehicles to right lanes, much as commercial vehicles are already restricted, between the hours of 7am and 10am, and 4pm and 6pm, Monday through Friday.
