Regulate lease to own co who pray on people w/ credit issues

I am petition for the government to regulate lease to own co who pray on people with credit issues and state that they will help them repair their credit but do not while they buy subprime houses to lease and expect the lessee to be responsible for all home repairs while leasing the property. Targeting people with credit issues and selling them on the prospect of home ownership when knowing they will not qualify for a mortgage based on their income and credit situation for what they are asking for the home. Not refunding the down payment money at the end of the term of the lease when they can not obtain a mortgage.
