Nicotine is an addictive drug. New chemical compounds and devices have been created to deliver this drug ("electronic cigarette"). They are all unregulated, are specially compounded with undisclosed and untested chemical additives, and are potentially harmful to the user and to anyone breathing the fumes. It is the duty of the federal government to declare "electronic cigarettes" and all of their present or future forms or variations plus all associated components and chemicals, as drugs and drug delivery devices that are subject to FDA regulation. Further, the FDA should regulate the manufacture, sale, distribution, and advertising of these items in a way that will protect public health and reduce/prevent its access to minors.
