Regulate the outrageous costs that hospitals charges from their patients.

The prices of health care are often absurd. One patient was billed $3 for the pen used to mark the place where the surgeon would cut an incision and $31 for the strap to hold him to the operating table. This has to change now hospitals cannot be allowed to continue doing so.
