regulate pay scales for Congressmen who don't work a full work year like most average citizens.

I would like to suggest a decreased pay scale for those congressmen and women who don't work at least 40 hours a week like the average American citizen. Why should they get paid full time pay if they don't work the full time shifts? Most workers who are salaried are required to pull at least 40 hours of work within a week lest they be docked to part time hours and pay every week.
