Regulate the sale of bullets in the United States

Regulations should:
1) Require bullets to include nanotechnology based signatures;
2) Track the sale of bullets to specific buyers;
3) Set limits on the amounts of bullets that “recreational” or home defense users can buy;
4) Make self-production of bullets illegal,

There are 4 reasons why regulating bullets makes sense:
1) ammunition limits are clearly not prohibited by the Second Amendment, and some communities and states already do (See Washington Post 1/6/16).
2) 80% of Americans in a 2013 poll supported restrictions on ammunition,
3) Nanotechnology exists to make it work,
4) While there are plenty of guns currently in the hands of criminals and individuals with mental health problems, if they can’t get bullets, they can’t kill children, women and citizens.
