Regulate selling Green Dot cards to seniors to reduce senior fraud.

Seniors in the US are being systematically relieved of their life savings by "scammers" located in Jamaica and other countries. One of the primary mediums for moving the money from the seniors in the US to the scammers is Green Dot Moneypack cards. If sale of these cards was regulated, for example, people must be under the age of 60 or they can't buy a Green Dot card this would stop/slow down some of the flow of money. And consequently reduce the number of seniors whose lives are ruined by the scams.
