Regulate sonar testing by the U.S. Navy as it negatively effects marine mammals.

Sonar testing has suggested links to the beaching of marine mammals. However, testing of sonar has continued. This is taking place even though the Navy admits it knows these tests endanger whales and dolphins. Additionally suggestions have been made that these test may be effecting an as yet unknown species. Last I knew Al Qaeda does not have a Navy. Couldn't these funds be better used elsewhere. These species should be protected.
