Regulate the storage and use of privately owned military style assault rifles such as the AR-15

In the wake of the Sandy Hook Elementary massacre and similar shootings across the United States in recent years, members of the NRA have stepped forward to defend private ownership of military style assault weapons - including but not limited to the AR-15. Members reiterate that use of these weapons is typically limited to recreational target practice since illegal to use for hunting in most states.To that end, let's create government owned and operated shooting ranges (open to the public) where all such weapons must be securely stored. Owners must check-out their stored weapons for on-premise target practice. At the conclusion of the target practice session the weapons must be checked-in and returned to secure on-premise storage.
