To Regulate Utility Companies and the PSC's "Delivery Charges" for residents of the State of New York.

The State of New York PSC is mean to regulate the utility companies such as National Grid and the "delivery charges" they present on each bill to each customer each month. Delivery charges are so high, they are higher than the actual bill of using gas and electric. There are two seperate charges one for gas and one for electric. No where should your gas/electric bill just as high as your rent/mortgage. It is robbery and While companies like National Grid are making loads of money off these fees, citizens are struggling to heat their homes in brutal winter weather. I just moved back to Upstate NY and I used my air conditioning all year round in southern California and never had a delivery fee. Change these polices, regulate the rates or eliminate them.
