There needs to be federal regulations on the level of water within a toilet bowl. It is a health concern for men everywhere when they must sit on a toilet, especially on a warm day. This is to help prevent testicles from touching the water that may contain urine, and feces.
As it stands now manufactures are free to vary the level at which water sits in a toilet bowl, with higher water levels comes health risks.
