Reimburse Americans who signed up for Afordable Care; Paid the premium and have not to-date recieved one medical benifit

I am a self employed American that was forced to purchase affordable care last December. We used a broker and paid the full premium. In January my wife had cataract surgery. To our surprise, Anthem BC/BS had not fully set us up yet in the system and to-date we are told we cannot use the insurance at our doctors or more importantly for the surgery that was performed. In addition, she cannot have the second eye performed until we pay the full amount to the surgeon as they are not able to file a claim. On top of this, all my wifes and my prescriptions have increased and we are now recieving notifications from the insurance company that many of them are being denied coverage. I feel the government should reimburse Americans that followed the law and still have no coverage.
