Instead of a volunteer military, return to the premise of an active militia:
1). All citizens go through rigorous training in order to protect themselves and their country. If you can't/don't attend regular yearly/bi-annual training, you don't receive the benefits.
2). Makes the 2nd Amendment make sense again
3). All citizens could be considered veterans, and therefore qualify for free or reduced health care from the government
4). We would all consider more poignantly the kind of foreign “aid” we administer, because we all could be getting involved.
5). Not an acceptable term of community services for those with felony charges.
