Reinstate all Army Captains and Majors that were given the pink slip for force reduction.

Whereas fully capable captains and majors have been given separation direction in order to reduce the force; all shall be reinstated. All required cuts should occur at the corresponding promotion boards and the Army shall offer voluntary separation with monetary incentives in over strength MOS to meet reduction goals. There are thousands of captains and majors that have lost motivation to serve and or simply want a civilian job; only for monetary reasons do these officers remain, these are the officers that shall be targeted with separation incentives.
