Reinstate the ban on naked credit default swaps that was done as part of the CFTC streamlining act of 2000.

The naked credit default swap is a type of derivative outlawed originally in 1908 with the support of the financial industry. They were and continue to be a weapon of financial mass destruction. A law to ban them can be stand alone and enforcement put under the control of the Commodities Futures Trading Commission.

Existing naked CDSs would be declared null and void, issuers to refund half the cost to the purchaser.
