Reinstate by executive order Blue Water Veterans in the rule of presumptive exposure to dioxins during the Vietnam War

Nearly half of the surviving hundred thousand members of 
the United States Navy and Fleet Marine services 
who fought in Vietnam between 1962 and 1975 are currently suffer disabilities from the effects of dioxin, found in Agent Orange. Blue Water Veterans who served offshore 
Vietnam, with no contact with the land, have been removed by the VA from their coverage under the Agent Orange Act of 1991, and are denied Health Care and compensation benefits 
for all herbicide-related diseases and disabilities - the exact same diseases and disabilities 
providing full benefits to veterans whose feet touched the soil of Viet Nam
This capricious action by the DVA is illegal, non-rational, and contemptuous.
