reinstate the extension of COBRA-based health insurance for the unemployed, including those with pre-existing conditions

I petition President Obama to sign a presidential order to extend COBRA-based health insurance coverage for those individuals who remain unemployed. While this order should cover all unemployed individuals who were covered under COBRA, the order should specifically extend COBRA coverage for those individuals with pre-existing conditions. Currently, an individual must be WITHOUT health insurance for six months before being eligible for high-risk group insurance. The extension should cover an additional 18 months of coverage in addition to the 18 months now covered. This extension was voted out by the Repubican-cointrolled Congress two years ago.
