Reinstate Federal prison parole to help the budget and give tuition assistance back to the military

The United States has 5% of the worlds population and 25% of the worlds prison population. The current incarceration rate is 753 for every 100,000 people in America. More than 85% of the prison population has drug problems. More than $75 billion dollars is budgeted annually to facilitate offenders Rehabilitation is key to reducing the recidivism rate in America. However, a key feature to rehabilitation is indeterminate sentencing. Currently, the federal prison system does not offer parole, thus they do not offer indeterminate sentences. A reinstatement of federal parole will give inmates the incentive to become rehabilitated. Also, parole will save the government and taxpayers billions a year because it is cheaper than incarceration, which is roughly $30,000 a year per inmate.
