Divide the army to two sections. One side you have the soldiers who get paid and making careers as is stated now. The otherside will have no income. They will work for their food, they will fight for their freedom, and would help with tax payers knowing our money is keeping us safe or helping . Military food is cheaper and they can be used for labor like digging trenches or moving sandbags. After there term is up they can choose to join the military for their career or they will be released unless they face more charges.
