Untold swaths of land are being occupied by the federal government all over the country, especially out west. Instead of the land sucking up money, lets have it work for the people by the people. Those of us who want to have a real safety net of land to live off of and do business off of have that option in city life isn't working out.
Native Americans will have a chance to pick land out from their home territories.
Restrict the modern Homestead Act in a way that major corporations cannot take advantage of it. Only individuals and their families have the ability participate. All the kinks can be worked out if we want it to.
Have it also be felons because they are people too and they'll be isolated from society in pursuit of a new rural life.
