A Letter of Marque is a warrant or commission from a national government, authorizing a designated agent to search, seize, or destroy specified assets/personnel belonging to a party which has committed some offense under the laws of that nation. This document pardons the recipient of prior crimes against the State and grants the recipient a commission as a privateer.

I petition the Obama administration to officially issue a Letter of Marque and recognize any and all able bodied citizens of the US, whom are willing to engage in battle with the Islamic State, as privateers and to issue Rules of Engagement in order to prevent civilian casualties as well as the destruction of non combatant property and infrastructure
