In 1995, the original Office of Technology Assessment (OTA) was disbanded in "Contract with America" campaign. The purpose of the OTA was the examine new technological advances and advise congress, in a nonpartisan way, regarding any regulations they may be considering.
These past 17 years have experienced unprecedented technological advance, and now congress is considering regulations regarding these new technologies without proper analysis.
Technological progress will not not be slowing down anytime soon. It's now more than ever that our country's congress and other branches need a source of experts to advise them about the technology they are considering legislation for.
Not only will this result in better and more effective legislation, it will help prevent ineffective legislation.
