Fully reinstate the second amendment rights of valid U.S. citizens, who are not criminals or mentally ill. The second amendment clearly states "The right of the people to keep and bear arms". Yet, states are currently allowed to require a permit for fire arms. A permit is required for privileges, such as driving, not a constitutional right.
