The Recovery Act created a grant for the Federal Investment Tax Credit for solar Energy installations. The Federal 30% tax credit was paid in a grant making solar energy leasing available for lower income families that do not qualify for ITC because they have no earned income. Thousads of jobs were lost when this program expired.
