Reinstate United States Code Title 10 Section 654

Whereas homosexuality is not genetic, and
Whereas military service is not a human right, and
Whereas military service is not a constitutional right, and
Whereas Congress has the authority to establish rules and regulations for the military, and
Whereas the practice of homosexuality has destructive health effects, and
Whereas homosexuality within the military may increase spending, and
Whereas the effects of homosexual lifestyles may impair combat effectiveness, and
Whereas homosexuals are more of a liability than an aid to the military, and
Whereas United States Code Title, 10 Section 654 was an effective compromise between an outright ban and open service,
Title 10 Section 654 should be reinstated into the United States Code.
