Keystone XL is for moving Canadian tar sands oil across the Midwest and down to refineries in TX. From there the climate damaging fuels can be shipped on to China & anywhere else. It's not about US energy independence, but profit for Canada, and oil for China. The US bears the burden of spills more toxic and more caustic & abrasive than domestic crude.
