Reject the doctrines of "too big to prosecute" and "too rich to prosecute" as inconsistent with a democracy

"Too big to prosecute" is a terrible policy and violates equal justice under the law. The fact that some "people" can commit crimes with no worry of being caught or punished is characteristic of an oligarchy not a democracy. Big bankers who stole and manipulated the financial system for their own gain and negatively impacting millions of people across the globe get a get-out-of-jail-free card while a nerd who steals some academic papers gets hounded to death. This needs to be corrected.
