Relabel Internet service as a utility

The Internet as we know it has grown from a luxury to a household commodity. Just like when demand for oil ushered in big cats to collect profits from a widely demanded product, the Internet has attracted business wanting to profit. The FCC's guidelines of what Internet is had caused loopholes and issues for the Internet instead of protecting it. What I'm hoping we can do is label the Internet as a utility like water, telephones, and electricity, so it can be regulated and hopefully have competition spring up to address the issues we face today. Please help me make the become a reality.
