Colleges are currently overcrowded, but at the same time are too slow to react to job market needs with departments and professors holding onto old programs that do not help graduates obtain marketable degrees. Tuition is also too high.
There are cutbacks of teaching staff, so allow these teachers and graduates of Masters degrees to start new colleges easily - similar to how charter schools are being encouraged. Streamline accreditation. These new colleges will be responsive to today's job fields and provide more innovative teaching at the same time, providing higher quality higher education without the top heavy administration found in current universities; and at a much lower cost to students.
