Today the immigration service requires a visit to Ukraine before they consider a marriage visa. To me this seems senseless, the real question is if the Ukraine citizen finds our country suitable before they can absolutely make up their mind. I see no reason to visit Ukraine if I can not live there anyway, So why not allow them to visit for 90 days under the supervision of a U.S. citizen? If they they wish to stay, a marriage would seal the deal. If the marriage actually takes place then there is always time for the couple to go visit relatives in Ukraine at a later date. We don't all have the time and money to go visit Ukraine for the simple purpose of a few pictures to satisfy the immigration officials.
