No needs to Pardon Edward Snowden for what he did. He did nothing wrong, he saw injustice and abuse of power, and he has taken the steps to ensure our knowledge of it.

If the people we entrust with power, desire to keep their jobs and reputations, then they should act accordingly. Edward Snowden's leaks did not hurt "National Security". Any "terrorist" that does not think he is being watched is no terrorist. All Edward Snowden did is expose a violation of your powers, and give us official confirmation of our officials wrong doings. The real traitors are still comfortably lying to us. We will not tolerate it.
