This petition is to strengthen firearms background checks by giveing the government access to the applicant's mental health records which are currently protected by HIPPA. This petition will strengthen the validity of the background check and aid in the refusal of sale of firearms to any individual who has every been committed involuntarily to a mental institution or deemed mentally ill by the courts.
