4 Tibetan American Chose to protest by Chaining them selfs to the Chinese Mission outside of the United Nations, They were Arrested for this act by the United states Government in New York City.
This happened on there Independence Day. There Holiday.

Congress shell make no law respecting an establishment of religion, or Prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or right of the people peaceably to assemble, and to petition the government for a redress of grievances.
This gives Tibetan petition - protest the Chines with in our borders and the Government that allows them bully there people such in this case us the United States.
Am. 4 and 5 have not been crossed.
