If we vote for the third-party candidate, we are giving the major two we like the least the .5 vote. We don't like that rule of voting, so we say that should change. This means that no .5 vote is to the Democrat/Republican that we like the least if we vote for a third-party and release the third-party candidates for any office from the two-party trap.
