The Obama Administration should declare, and act consistent with, a position of neutrality towards the internal affairs of Syria. The United States should refrain from any military action, any arms shipments, or any direct or indirect funding of any side in the internal disputes of the Syrian people.

Humanitarian aid to non-combatants should be made available. Bordering countries should be encouraged and supported in their effort to provide relief to refugees from the conflict.
