Remedy poor work environment: Allow the transfer of Federal employees to similar positions outside of their office

Problem persons, managers or employees, have heavy impact on the workplace: splintered teams, diminished productivity, absenteeism, health issues, low morale for the parties and all around, even tension in the homes or accidents on the roads. This affects everyone. Efforts to escape a noxious workplace are not always met with quick success--it may take a couple of years or more to find a new job for instance. Please allow for the transfer to another office of Federal employees reporting a bad work environment, with no fault assigned to either side. If the situation recurs, it becomes easier to identify the problem person, to train the person to become a better colleague or manager, and later on firing him or her if the person is unable to improve and continues to terrorize others around.
