I don't believe for an instant that a person should be financially, or otherwise, penalized for not having health insurance coverage. Paying as needed should not be a problem. The federal government should focus more on socializing medicine. Obamacare, unfortunately was an inadequate step in a commercialized attempt to disguisedly socialize medicine...try again without penalizing those who don't want it.
