In 1996 congress passed a bill that caused the CDC to be cut from obtaining federal funding that went to gun research, with the stipulation: "None of the funds made available for injury prevention and control at the Centers for Disease Control and Prevention may be used to advocate or promote gun control."
This bill is still in effect today, even though on an all-to-regular basis breaking news brings the American people a new story about a mass shooting. In an effort to find a way to prevent people with ill-intentions from legally obtaining a gun without encroaching on the rights of sane gun owners the qualified scientists of the CDC need to be able to investigate the issue. Right now it can't, it is illegal for them to do so.
