Remove "2-years of working capital" for business loan requirements from national, regional and union bank regulations

I am a young adult with great ideas for a wide range of business capital in this great nation. While preparing to launch a small business, I spoke to many banks on small business loans yet almost in unison have been turned down due to working capital restrictions. How can I start a small business through credit without a financial medium to launch my ideas? Kick starters or "rich uncles" aren't enough to ensure growth. If we want to see transparency and change, why not start from the ground-up. Please respond and beseech our senate to open the gates for growth. Quote from Robin Hood "The rich get richer whilst the poor get poorer."
