Remove the 21 year old drinking age restriction where states lose 10% of their highway funds.

The federal restriction that penalizes states by withholding 10% of their highway funds if their drinking age is under 18 is unconstitutional. States should be able to choose to lower their drinking age. It has proved time and time again that a 21 year old drinking age simply drives underage drinking underground. Underage drinkers have a much higher tendency to not seek medical attention for alcohol poisoning simply out of the fear of getting themselves or others arrested.
The United States is the only industrialized western nation to have a minimum drinking age so high, and one of the only countries in the world overall.
It is a matter of civil rights and liberties. If one can serve in the U.S. military at age 18, which is the ultimate service, they should be able to enjoy a drink.
