This number of representatives was set by Congress under the Apportionment Act of 1911. At that time 60% of the US population lived in rural areas, but now 75% of the US population lives in cities.
The House was set up to fairly represent the people, and it no longer does. As an example: Wyoming has a population of 586,107 and 1 vote. California has a population of 39,144,818 and 55 votes, (or 1 vote per 711,724. California should have 78 votes.
By assigning more votes and without increasing government size, 1 vote for 500,000 constituents would provide more populated states to be fairly represented by both the House of Representatives and the Electoral College.
