Remove the ability for police to be paid during administrative leave.

Due to the recent militarization and violence of and by local state police forces, and the growing attitude of police forces that they are not there to protect and serve the people but to use excessive force arbitraily to enforce minor violations. Officers involved in assaults and other acts, which would be considered criminal if perpetrated by civilians, are put on paid leave, which equates to a paid vacation for assaulting civilians and using force when it is not necessary. These policies incentivize officers to use force against civilians and must be changed.
