Remove Air Conditioning Systems from all CONUS State Department Buildings.

The Secretary of State has declared the Air Conditioning is a bigger threat to the United States than the terrorists from ISIS, removing air conditioning systems from the State Department Buildings will allow State Department Employees to concentrate on important task of forming alliances with other governments to defeat ISIS.
