There is no reason the Air Traffic controllers are FAA (governemt) employess. They should be airport employees that are trained and regulated in accordance of the FAA. This position should be paid from by the airlines and not the tax payer. If the airport is big enough to support having them, then they'll have them.
No different then the EPA, FERC, NERC and PSC regulates a utility!
