To prevent a civil war, all federal laws should be removed. Allowing states the freedoms to govern themselves as if they where their own country using a US currency.
Logically all states that do remove themselves from the US government may possibly bring in money. After years of any ex-state becoming financially stable, will bring more citizens in and eventually buy more land.
This petition is for just that purpose. All states can decide for themselves on how to deal with the economy. And all states will be required to put any extra profits gained from taxing citizens back into areas that the US is in debt to.
The above means that no citizen of any state will get any tax refunds. All tax refunds will go towards treating the US as whole to get out of debt.
