Remove all tax dodging corporations from using the facilities at US military installations.

Several US based corporations have indicated over the last few months that they are moving their headquarters to other countries in order to avoid paying US taxes. Since there can't be a law forbidding this from happening, there should be a law which punishes such behavior. It should be illegal for such companies to operate facilities on US military or federal facilities. If a company moves its headquarters out of the US, they should lose the right to operate facilities at US military or governmental installations,. It should not matter whether the facility is corporation owned, or is a franchisee, their facility should immediately be confiscated without compensation.
