Remove the authority to use deadly force by law enforcement unless it's an active shooter/bomber

Every day the police gun down citizens regardless of their individual constitutional rights for a fair trail. Making split second, life changing discisions, rank and file Officers shouldn't have the right to be judge, jury and executioner in the field. A college education isn't a requirement for employment in law enforcement.The safety of the officer shouldn't trump the rights of citizens regardless of the crime they commit (with exception: active shooter/bomber). Valuation of property before human life is immoral. too often, police cover evidence that would incriminate a fellow officer. All, Police contact should be monitored by video in a closed system that is monitored by an independent body. The only officers to use deadly force should be specially trained and closely scrutinized.
