Remove the ceiling on Social Security wages, just like for Medicare, so that individuals pay this tax on all wages earned to put more money into the Trust fund. This additional tax would not apply to businesses at the outset due to the state of the economy and the effect it would have on them. This would only affect individuals who earn over $106,800 per year. This additional income to the fund should be protected and not allowed to be used for any other purpose than for retirement benefits.
