Remove certain food disposal requirements from restaurants.

Restaurants are required to grind up uneaten food and lock it in trash bins so that the homeless cannot eat it. This means perfectly good meals go to waste every day, some of them untouched by the customer. Removing these food disposal requirements could feed local homeless individuals on a small scale, or with the necessary means, even feed those starving in third world countries on a larger scale.
